Self-serve Ads Manager accounts are open in 52 countries. The list went from 4 to 52 on 31 August 2026, so most of what you will read elsewhere is out of date.

Buying and targeting are different things
The list on this page is where you can open an account. Where your ads can be shown is wider. OpenAI allows audience targeting in markets where it has not opened self-serve accounts.
So a business in an ineligible country can still be reached by ads. It just cannot hold the account that buys them.
No agency can lend you eligibility
The account carries your own legal entity. An agency running your campaigns does not transfer its eligibility to you. Companies outside the list generally advertise through a group company registered in an approved market.

Worth knowing
The Gulf is split. Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman and Qatar are in. The UAE, Saudi Arabia and Israel are not. If you are planning a regional campaign, check each market rather than assuming.
