Eligible is not the same as approved
The country list is the first gate, not the only one. These are the four things people get wrong after they check.
Can I target a country I cannot buy from?
Yes. Targeting reach is wider than advertiser eligibility. OpenAI serves ads in markets where it has not opened self-serve accounts, so a business in an ineligible country can still be reached. It just cannot hold the account that buys the ads.
Can an agency open the account for me?
No. The account carries your own legal entity, so eligibility is not something an agency can lend you. Companies outside the list generally advertise through a group company registered in an approved market.
Does being eligible mean I will be approved?
No. Eligibility gets you to the application. Approval also depends on your category clearing OpenAI’s ad policy, and restricted categories are refused regardless of where you are registered.
How often does the list change?
Often. It went from 4 countries to 52 on 31 August 2026, in a single announcement. Anything written before that date is out of date, which is most of what you will find.
